The Underhouse Compacts
Overview
The Underhouse Compacts are the first major named public order of the Kobolds.
A compact is a binding agreement among Kobold crews and underhouse lines that keep one underlayer alive: a mine’s ventilation, a city’s drains, a hold’s service shafts, a ruin’s foundations. The crews bargain as one. They set the terms of dangerous work, keep the shared maps and warning codes, and decide together when a structure is too unsafe to enter. Compacts are local, but they recognize one another’s warnings, maps, and refusals, and a crew that breaks a compact’s refusal is rarely hired again by any other.
They are strongest along the mine-edges of The Ironspine and The Stonewake Deeps, in the underlevels of mixed towns, and in the ruin underworks of The Broken Marches. Their exact founding date remains unset; they grew from older underhouse lines and from vent-kin who survived the ash-furnace world.
Civilizational Nature
The Compacts' founding question is the one Kobold history keeps asking: does maintaining a structure give a people standing in it?
Their answer is practical. A compact does not claim ownership of the mine or the drain. It claims a voice in how the underlayer is used, a right to refuse work that will kill its crews, and payment that reflects the danger. Its strongest tool is the collective refusal: when a compact declares a shaft or culvert unsafe, no member crew enters it, and the structure’s owners discover how much of their world depends on people they never counted.
The Compacts carry two inheritances. From the vent-houses described in The Vent-Houses of the Furnace World they take the memory of once holding real authority over whether a furnace could be fired. From the downward binding that followed they take a deep wariness of protection offered by stronger powers, which so often became debt.
Historical Role
The Underhouse Compacts are the Kobold counterweight to deep-world bonded service.
In the deep world, the pressure described in Deep-World Labor and Coercion still binds some Kobold lines through inherited protection-debt. The Compacts shelter crews who escape it, negotiate debts down, and treat any house that holds Kobolds captive as unsafe ground for all member crews, which can quietly stop that house’s underwork. On the surface, their disputes are smaller but constant: blame after a collapse, payment for narrow repairs a hold refuses to acknowledge publicly, ownership of hidden routes, and accusations of sabotage whenever a refusal costs someone money.
At The Greyford Reach, the Kobold underkeepers who know the Greyspan’s hidden supports and culverts are a compact in all but formal recognition, and their silence about the bridge’s condition is itself a kind of refusal.
